French Leadership in the Communications of International Health Organizations 1851-1907

I will be studying within the Archives Nationales and the Bibliotheque Nationale of France to uncover information regarding the foundations of how the international community created communications regarding health and disease to try to prevent epidemics. I will be focusing on the International Sanitary Conferences and the records of the Office International d’Hygiène Publique to understand the French role in establishing policy on the international response to disease and quarantine. I will look at how states communicated amongst each other, and how French initiatives led to the development of international health organizations and conferences. I also want to study the difficulties these states faced in creating these communications, their failures in doing so, and the means by which they found success, particularly in the case of France.
