The Governance of Space-Based Infrastructure

The project will study and propose policies on the governance of space-based communications infrastructure, focusing on two issues: (1) addressing the threat of cyber-attacks on space assets by way of government policies, international cooperation, and encouraging an indigenous space-cyber defense industry; and (2) addressing the challenges posed by space-based internet services, currently rolling out in Canada by a US company (Starlink), which include commercial challenges to Canadian internet providers in a growing market (12+ billion $) and to the Canadian satellite communications company Telesat which intends to offer a similar service; and the governance challenges from the potential decrease in regulatory power stemming from foreign direct provision of what the Canadian government defines as “the engine of the digital economy” and is also sensitive and critical communications infrastructure. The space-cyber part of this project will provide the missing component in CIGI’s essay series on the economic potential — and vulnerability — of transformative technologies and cyber security. It will further be used for its new project – Reimagining A Canadian National Security. The space-based internet part will complement CIGI’s ongoing work on the governance challenges posed by digital communications technologies and on setting standards for the digital economy.
