Evaluating Women’s Shelters Canada Second Stage Transitional Housing New Build Project

Women’s Shelters Canada (WSC; https://endvaw.ca/) is a network of 14 provincial and territorial shelter associations representing over 450 shelters across Canada. A new service offered by WSC is the Second Stage Transitional Housing (SSTH) New Build Project (https://endvaw.ca/second-stage-project-2-2/). SSTH offers technical assistance, resources and support in three areas for member organizations looking to develop second stage transitional housing: (1) grant applications for pre-development activities; (2) grant applications for capital costs; and (3) project management services. WSC has partnered with researchers from the Centre for Research on Educational and Community Services (CRECS) at the University of Ottawa, to undertake an evaluation of this program. The evaluation will describe how the program was designed and intended to function), how it is has actually operated, why various members have used these services or not, what are the perceptions of the providers of services, what are the lessons that have been learned to date, and what are the recommendations for improving the program.
