The zoning harmonization project for King Township and Town of Bradford West Gwillimbury (BWG) aims to advance regulatory clarity and long-term agricultural viability within the Holland Marsh, one of Ontario’s most significant specialty crop areas. Although the Marsh operates as a single, integrated agricultural system, it is divided between two municipalities with distinct zoning by laws. These inconsistencies have created challenges for farmers working across municipal boundaries, particularly related to land use permissions, greenhouses, temporary farm worker housing, and performance standards essential to modern agricultural operations.
To address these issues, an ad hoc committee—comprising municipal representatives, the Holland Marsh Growers Association, local farmers, the Drainage Superintendent, and planning staff—has identified zoning by law harmonization as a priority initiative for 2026. A student planner will support this work by conducting a comprehensive comparison of the two zoning by laws (land use permissions, general provisions and performance standards), identifying conflicts, gaps, and opportunities for alignment specific to the Holland Marsh context.
The primary goal of this research project is to develop a clear, evidence-based foundation for a harmonized draft zoning by law that aligns land use permissions and performance standards while reflecting the Marsh’s unique agricultural, economic, and environmental role. Key deliverables include a detailed regulatory analysis, a policy brief, a jurisdictional scan, and recommendations for harmonized standards that promote consistent, predictable, and practical implementation for both farmers and municipalities. The student will also present findings to the ad hoc committee and develop a community engagement framework to gather future input from local farmers on the draft zoning by law. Findings will provide a transferable model adaptable for other municipalities.
Funding a student planner for four months will generate specialized knowledge that directly supports municipal decision making, strengthens long-term agricultural sustainability, and enhances the operational efficiency of one of Ontario’s most productive farming regions.
