An emerging power: Brazilian South-South Cooperation in Mozambique and Haiti

This project considers how the rise of Brazil to global power status has changed its foreign policy direction, especially with regards to how it engages with other developing nations. In particular, this study considers how emerging powers like Brazil have dramatically increased the development assistance – what they call South-South Cooperation – they have provided to other developing countries over the previous decade. Why has assistance become such a valued foreign policy tool? Does cooperation support Brazil’s rise, such as by helping it to increase economic and political relations with Southern partners? Through the study of Brazilian-funded projects in Mozambique and Haiti, this project will provide an understanding of how a country’s emerging power status impacts its foreign policy priorities and behaviour. Moreover, the project will contribute to ongoing research on how South-South cooperation may differ from traditional aid practices in order to distill from both the innovative and effective policies that help to foster development.
