Evaluating the Short-Term Implementation of CWELCC from an Equity Perspective

The Canada-Wide Early Learning and Child Care (CWELCC) agreements are part of a recent policy by the Canadian government. The goals of CWELCC are to increase spending on and access to early childhood education and care (ECEC) across the country. Children from low-income families receive the most benefits from access to high quality ECEC, past experience has shown that these populations are often squeezed out of care when supply of licensed spaces is limited. This study explores how low-income families will be impacted by CWELLC brining an equity lens to the analysis of the short-term implementation of this policy.
