Rethinking Halifax’s Suburbs as Complete Communities

The Province of Nova Scotia plans to double its population by 2060, resulting in about one million people living in Halifax. To combat climate change and biodiversity loss, Halifax needs to control its urban sprawl and focus growth in already serviced suburban areas. Since the 1960s, sprawling single-family homes which require a car have become the norm, and even with revised planning documents, this model continues today. This research looks at how other Canadian cities have responded to rapid population growth, and which policies and planning tools work best to disincentivize sprawl.
